From the menu, choose ToolsŕCustomize. Click on the Commands tab. Choose Go from the categories and News from the commands.
Drag News up onto your toolbar.
Close the Customize dialog, and click on the News button. When asked the following, uncheck the check box to "Always perform..." and choose the No button.
